Townsend Community Energy Initiative Designated for Priority Permitting

The Townsend Community Energy Initiative — a 4.8 MWDC / 4.0 MWAC ground-mount community solar project at 0 Money Road in Townsend — has been designated under Executive Order 18.

Developed by ECA Power through Townsend Community Energy Initiative LLC, the project will add 3.999 MWAC to New Castle County’s local distribution infrastructure, providing direct electricity cost savings to participating subscribers. The site requires minimal disturbance; the only wetland-adjacent work is repair of an existing culvert outfall.

Key project details:

  • Sponsor: Townsend Community Energy Initiative LLC (ECA Power)
  • Capacity: 4.0 MWAC
  • Lead Agency: DNREC
  • Responsible Agency: New Castle County
  • Additional Review: USACE Army Nationwide Permit for culvert outfall repair
  • Target Construction Start: Fall 2026

New Castle County Land Development Plan Review is the next pending milestone, along with Army Corps of Engineers Nationwide Permit (NWP) processing.
