IQ Fiber’s Project Diamond Designated Under Executive Order 18
IQ Fiber’s Project Diamond has been officially designated as a priority project under Executive Order 18, accelerating the state permitting process for one of Delaware’s largest broadband infrastructure investments.
The project will deploy underground fiber optic conduit from south of Dover to the Delaware beaches, covering 15–20 municipalities across Kent and Sussex Counties. Once complete, it will deliver symmetrical speeds of up to 5 Gbps to homes and businesses currently without access to high-speed internet — directly addressing the state’s digital divide.
Key project details:
- Sponsor: IQ Fiber (OpCo DE), LLC
- Lead Agency: Department of Technology and Information (DTI)
- Responsible Agency: DelDOT
- Private Investment: ~$150 million
- Counties: Kent and Sussex
State coordinators from DTI and DelDOT are now actively engaged to streamline right-of-way permitting and municipal MOU negotiations. Next steps include a completeness review and utility locate coordination.
