Clayton Community Solar — Two-Phase Project Designated Under EO18

ECA Power’s Clayton Community Solar project — a two-phase ground-mount development at 1200 Clayton Delaney Road in Clayton — has been designated under Executive Order 18, granting it priority permitting status with state agencies.

The development is structured in two phases, both reviewed in parallel under the EO18 framework:

  • Phase I: 6.032 MWDC / 4.0 MWAC
  • Phase II: 4.449 MWDC / 3.0 MWAC
  • Combined Capacity: 7.0 MWAC delivered to local distribution infrastructure

  • Target Construction Start: Spring 2027

New Castle County Land Development Plan Review is pending for both phases. State Fire Marshall and DelDOT reviews are also required. The project requires no excessive grading, tree clearing, or significant wetland work.
